How to read these figures

The CBS, the Dutch national statistics office, counts every existing home sold to a private buyer in a year and registered with the Kadaster, the land registry, and divides the total price by the number. New-build homes are not included. A year's figure is final as soon as it appears; a new year is usually added in February.

An average is not the price of a house. If more apartments are sold in Limburg in a year than the year before, the average falls, even if every single home became more expensive. The CBS itself says the average sale price is not a measure of price development; for that there is the price index of existing homes. What you will pay for one particular house depends on the street, the type, the size and the condition, and that can be far from the average.

The WOZ value is something else: a valuation by the municipality for tax purposes, as of 1 January of the previous year. And how much buyers bid above the asking price is nowhere in these figures; what is public about that is in overbidding in the Netherlands: the figures per quarter and province.
